Terms and Conditions for Identity Verification Service
Article 1 (Purpose)
The purpose of these terms and conditions is to stipulate the rights and obligations of Korea Credit Bureau Co., Ltd. (hereinafter referred to as the “Company”), the delegated institution for identity verification services, and the users of the identity verification service (hereinafter referred to as the “User”) with respect to the use of the identity verification service.
Article 2 (Definitions)
① “Identity Verification Service” refers to a service provided on websites or mobile applications (hereinafter referred to as “Site”) that verifies the identity of a User by confirming the accuracy of the information entered through authentication procedures using a mobile phone opened under the User’s name.
② “Identity Verification Information” means the User’s personal information required for identity verification, such as name, date of birth, gender, nationality status, telecom provider, mobile phone number under the User’s name, and any other numbers specifically agreed upon between the identity verification institution and the User.
③ “User” refers to a person who uses the identity verification service provided by the identity verification institution through a Site.
④ “Identity Verification Institution” refers to a business entity that is permitted by law to collect and use resident registration numbers and develops, provides, and manages methods to verify identity without using resident registration numbers on a Site.
⑤ “Delegated Institution” refers to a business entity that intermediates the identity verification service between the Site and the identity verification institution on behalf of the identity verification institution, and supports Users by providing usage guidance and handling inquiries.
⑥ “Site” refers to websites and applications that provide Users with services, content, points, or other goods and services, either for free or for a fee.
Article 3 (Posting and Amendment of Terms)
① The Company shall post these terms on the initial screen of the service to allow Users to view them.
② The Company may amend these terms when deemed necessary and shall notify such changes by stating the effective date and reasons for the change at least 14 days prior to the effective date on the service screen.
③ If the Company notifies that failure to express dissent by the effective date shall be deemed consent, and the User does not explicitly refuse, the User shall be deemed to have consented to the changes.
④ The Company shall not be liable for any damage or loss incurred by the User or Site due to lack of awareness of the amended terms.
⑤ These terms shall only be valid within the procedures and scope prescribed by relevant laws such as the Act on Promotion of Information and Communications Network Utilization and Information Protection.
Article 4 (Service Hours)
① The identity verification service is available 24 hours a day, year-round. However, it may be temporarily suspended due to regular maintenance, technical reasons, or operational needs.
② The Company shall not provide any compensation for temporary suspension of the service.
Article 5 (Company’s Rights and Obligations)
① The Company shall not disclose or distribute the identity verification information obtained from the User to third parties without the User’s consent, except where required by law or by an investigation of a crime.
② The Company shall continuously conduct preventive checks, maintenance, and promptly repair and restore any failure in the service.
③ The Company shall implement technical and administrative measures, such as a hacking prevention system, to secure the safety and reliability of the service.
④ The Company shall establish monitoring systems to oversee server and communication device operations.
⑤ The Company shall install and operate the following protection systems:
- Intrusion detection and prevention systems
- Other security systems including encryption programs
⑥ The Company shall operate antivirus measures to prevent infection by computer viruses.
Article 6 (User’s Rights and Obligations)
① Users shall not engage in the following acts, and the Company shall not be held liable for any consequences thereof:
- Fraudulent use of another person’s identity information
- Infringement of copyrights or other rights of the Company, identity verification institution, or Site
- Criminal or illegal acts prescribed by law
② Users shall comply with these terms and any service usage instructions or cautions.
③ Users must securely manage their access media and identity verification information.
④ Users may contact the Company’s customer center for inquiries (Customer Center: 02-708-1000, www.ok-name.co.kr).
⑤ If the identity verification service was provided to a Site against the User’s will, the User may request deletion of their information through the Company or the identity verification institution. The request must be processed within two weeks of receipt.
Article 7 (Protection of User’s Personal Information)
① The Company shall not provide or disclose the User’s information obtained through the identity verification service to third parties or use it for purposes beyond the scope of the service without the User’s consent.
② The User’s personal information shall be protected in accordance with relevant laws and the Company’s privacy policy, which can be found on the service website (www.ok-name.co.kr).
Article 8 (Matters Not Covered in the Terms)
For matters not stipulated in these terms, the provisions of the Act on Promotion of Information and Communications Network Utilization and Information Protection and other applicable laws or general commercial practices shall apply.
Addendum
(Effective Date) These terms shall come into effect as of the date of publication.
